Representatives of VSUFT visited the Voronezh Regional Duma on an excursion

24 June 2025

Students of the Automobile Faculty of the training direction "Ground transport and technological means" of the NTTS2-221-OS group of the Voronezh Forestry University named after G.F. Morozov together with the head of the Department of Automobiles and Service Vladimir Ilyich Pryadkin and several lecturers visited the Voronezh Regional Duma. The leadership of the regional Duma entrusted the conduct of the excursion to the Parliamentary Center to the adviser of the organizational work department, Candidate of Philological Sciences Sergey Aleksandrovich Popov.

Representatives of VSUFT visited the Small and Large Halls of the Parliamentary Center, the press hall and the photo exhibition for the 30th anniversary of the regional Duma.

At the beginning of the excursion, Sergey Aleksandrovich Popov reminded the students of the provisions of the Constitution of the Russian Federation that state power in our country is exercised on the basis of division into legislative, executive and judicial, and acquainted them with the main areas of activity of the Government of the Voronezh Region and the Voronezh Regional Duma. He then explained that currently more than 50 deputies work in 16 committees and 4 factions in the regional parliament, and dwelt in detail on the legislative activities of the regional Duma.

When a bill is submitted to the regional Duma by a subject of legislative initiative (the governor, deputies of the regional Duma, the regional prosecutor's office, the regional election commission, etc.), it undergoes legal examination in the state legal department of the regional Duma, then the Duma Council appoints a responsible committee and includes this issue in the agenda of the meeting of the regional Duma. At the first stage of adoption of regional laws, discussion of bills takes place at meetings of the relevant committees of the regional Duma, to which members of the committee, representatives of the executive bodies of the region, various public organizations and other interested persons related to the draft law under consideration are invited. After consideration at a committee meeting, the draft law is adopted in two readings by the deputies of the regional Duma at a meeting of the Duma, then signed by the governor and posted on the portal of official publication of regulatory legal acts of the Voronezh Region (https://pravo.govvrn.ru).

The Small Hall hosts meetings of the Voronezh Regional Duma Council, the United Russia faction, committees, reports of the regional executive bodies to the deputies, as well as round tables and other socially significant events. For example, federal-level meetings with the participation of former Russian President Dmitry Anatolyevich Medvedev, Nobel laureate Zhores Alferov, founder and chairman of the LDPR Vladimir Volfovich Zhirinovsky and other famous people were held here.

The Great Hall hosts meetings of the Regional Duma, Christmas readings (a meeting of deputies with the clergy of the Voronezh Metropolitanate), and the governor's reports to the deputies. The students sat in the deputy chairs, they were told who and how submits draft laws, how electronic voting takes place, how the live online broadcast of Duma meetings is conducted on the official website http://www.vrnoblduma.ru.

The excursion participants also visited the press hall of the Parliamentary Center and learned that journalists are there during the sessions of the Duma, and after the session the chairman of the regional Duma comes out to them and comments on the most socially significant laws adopted by the deputies that day, and answers questions.

Sergey Aleksandrovich Popov also told the students that some of the deputies are directly related to VSUFT: for example, the chairman of the regional Duma Vladimir Ivanovich Netesov and the former chairman of the regional Duma Vladimir Ivanovich Klyuchnikov (he currently heads the committee on ecology and nature management) are graduates of the university; the chairman of the committee on transport, road management and safety Vladimir Aleksandrovich Verzilin previously collaborated with VSUFT.

During the excursion participants' inspection of the photo exhibition, Sergey Aleksandrovich Popov acquainted the students with the history of the Voronezh Regional Duma and the deputies of various convocations who made a significant contribution to the formation of the regional legislative base. An analysis of the photo exhibition materials showed that the people's representatives are not only involved in lawmaking, but also take an active part in the life of the Voronezh Region and their electoral districts. Thus, during clean-up days, the deputies, together with the residents, are engaged in the improvement of the city, planting trees, cleaning the territory assigned to them, and taking an active part in sports and cultural life.

At the end of the excursion, as a parting word, Sergey Aleksandrovich Popov said that students of technical universities should be legally literate and have a broad outlook in order to bring more benefit to their communities, the region and the whole country, and emphasized that the civic duty of every person is to be a true patriot of our vast Motherland, especially during a special military operation.
